On November 1, 2007, Gary started his own private law office after practicing for nearly 21 years with the Cincinnati law firm, Manley Burke.

The majority of Gary's experience is in the local government, land use/zoning and eminent domain fields, highlighted by his representation of the City of Norwood in the Ohio Supreme Court's 2006 landmark eminent domain case. Gary frequently represents municipalities and townships in the Greater Cincinnati and Dayton areas as special litigation counsel in land use, zoning and eminent domain matters, as well as representing citizen groups dealing with legal issues raised by possible developments near their homes. Gary has extensive experience drafting and defending referendum petitions that allow the local electorate to vote on zoning changes in their communities.

In addition to his land use practice, Gary is often involved in a variety of complex litigation matters, involving civil rights, construction and commercial areas, including a public bidding case recently decided by the Ohio Supreme Court. Gary has represented a variety of national fraternal organizations in litigation matters, including a hazing death case in Missouri and a hazing injury case in New York. Gary was a long-time editor of the Fraternal Law newsletter, published nationally four times per academic year since 1982.

Gary has taught as an adjunct faculty member at the University of Cincinnati since 1986. He currently teaches Planning Law and Administration in the College of Design, Architecture, Art and Planning. Gary is regularly asked to speak at seminars on a variety of legal and planning topics, including the 2006 American Planning Association's Annual Conference in San Antonio Texas, where he spoke about eminent domain and the Norwood case.

Gary graduated from the University of Cincinnati with an undergraduate degree in Political Science in 1981 and from the University of Cincinnati College of Law in 1984. He is a Past President of the Cincinnati Bar Foundation, an American Bar Foundation Fellow, and currently serves on the Hamilton County Mental Health and Recovery Services Board and the Ohio Planning Conference Board.
